In Paper Mario, Mario has two distinct animations when moving around: "walking", for slow movement speeds, and "running", for fast movement speeds.
If the player manages to alternate between a walking and a running speed on every frame (not usually possible without external tools as the inputs are too precise), Mario will become stuck on a singular animation frame for the duration of that input, and appear to smoothly glide as seen in the footage.
